It was sarcasm. It shows the stupidity of people who think any President sets gas prices. Anyone with a sense of how things work, knows prices are set by the world market and the price per barrel for crude and the things that might affect that market in the future.
I just hang my head when someone blames Obama for the high gas prices even though when Bush left office, it was indeed $4 a gal. That wasn't entirely Dubbya's fault but I'd think that the unrest in the Middle East, caused by the invading of Iraq had something to do with high crude prices. So policies do have an affect on everything.
