I think cell phone and data service qualifies as a basic service for a city to allow now. I don't know if it should be in highly dense residential areas. I don't think it's a problem to put them out in the neighborhoods to the north and northwest though

Thank you for posting pics that clearly show you were the driver AND that you were clearly pulled off to the side of the road while snapping such pics.
 
....then again this is Peoria and I've seen people driving in that "parking" lane. Emoticon

It's a bit of catch 22... We want smaller phones, which means they much transmit at lower power to conserve battery. Lower transmit power means the signal can't go as far.
 
Back in the Motorola "brick" days you only needed 2 maybe 3 towers to cover Peoria, with todays phones, you need a couple dozen.

To me Cell phones should not work while driving.
 
Once you start your car Cell phone should be off. I know it would save lives.
