Have you tried an intervention with a trained counselor/interventionist. Working with someone specially trained can increase the chances of at least getting her into a rehab. I know it sounds challenging but it is far better than the alternative.
 
There are some places around that have grants/scholarships available even without insurance. In fact that is who they are really for. There are some in Peoria that have gone that route and continue to do quite well.

Sending some positive thoughts for your family.
 
As an adult, it will be hard to force her to do something that she is not willing to do.
 
For insurance, she may be able to qualify for the expanded Medicaid program or qualify for subsidized insurance through Obamacare.

From what I have heard, the easiest way to get signed up, is to have someone walk you through sign up; use the make an appointment button. (I know a few people who have done this and have been very pleased with the help they got.)

@VonsterPeo : Are you out of the hospital yet? If not, do not get discharged without a mental evaluation. If she is already on psych meds, insist on a "med adjustment".
 
If you have already been discharged, you can, at any time, walk her into Methodist ER and she can insist on being seen if you/she feels she is at harm if she is left alone. That is when you/she tells them she's going downhill and needs a "medication adjustment".
 
Then they have to see her. Then they have to evaluate her. Then they'll tell you your options. Hope this helps.
 
And BTW: STAY AWAY FROM ANYONE who works with "Associates In Mental Health", located in the Methodist Atrium. HAVE NOTHING TO DO WITH THOSE PEOPLE: they will absolutely NOT give a flip if/when she hits a crisis. The head psychiatrist there has told his staff: "You eat what you kill." She will only be a meal ticket to them. I would not say these things if they were not true. It's about time someone exposed them for who they are.
