ICE is under Homeland Security. They report to the Secretary of Homeland Security. They are part of the Executive branch and have less independence than the FBI (under Dept of Justice).

DOJ is part of the executive branch as well, and there are a myriad of federal law enforcement agencies that fall under their umbrella, not just the Feebs.

What Arizona or Maricopa County law are they violating?

While technically correct, I would certainly hope that Maricopa County and any other sympathetic county nationwide would immediately cease arresting anyone it locates who has a federal arrest warrant, and/or housing any individual in their county jail at the request of the federal government. It's a two way street.

Yeah, but Arpaio was on a race induced witch hunt for crimes he had no authority over.
 
Its one thing to turn an illegal immigrant arrested of a crime over to the feds...
 
Its a totally different thing to essentially stop any brown person, not committing a crime, to ask for their papers to see if they are illegal or not (which is essentially what Arpaio was doing... and was told to stop by a federal judge - yet he continued to do it).
