using the shoulder turning right on Allen Rd from War Memorial.

The entire right lane IS the turn lane on that stretch. If you are in the right lane and not turning, it's annoying because it's preventing the majority of the right lane from being able to go ahead and turn and get out of that lane.

And I totally agree with this but if you like to cruise along 5 miles under the posted limit then you also shouldn't mind slowing down for people turning or school buses. When I'm going to turn right, I turn on my signal waaay early so the person behind me can swing around using the left lane and it astounds me how few people do that even when the left lane is clear.

I'm wondering how many people don't know:
 
Illinois law states that motorists must use their headlights from sunset to sunrise and when rain, snow, fog, or poor weather conditions require the use of windshield wipers. Headlights are legally required when objects 1,000 feet away from your vehicle are not visible.
