I can see the city in a conundrum. Bricks streets are too expensive to repair "properly" and it's too expensive to properly re-pave.

That's not exactly true. Technology for brick paving has come a long way.
There are brick streets in Europe that are way older than anything in this country that are still in great condition.
Brick is back ;-)
