It seems it might be a serious attempt to put massive pressure on France and the UK and by extension Canada. First, it must unanimously be approved by the permanent members of the UN Security Council. They are Russia, China, US, France and UK. . Trump seems incredibly confrontational, belligerent, loud, obnoxious and defiant on this issue and says there is no way the France or the UK will veto this.
The term of the Sec. General ends on December 31. Trumps line of thinking is that the US will be challenging some things from the midterms and not paying attention to the UN matter.
