Here is a problem most communities have. City taxes will drop by 1/3 if you help in cleaning up your city.
Still, people tend to complain rather than help. Did anyone clean up after the tornado, or did they just leave debris lying around?

Yes, that's called community clean-up. People often throw trash on the ground, which then gets washed away by storms, or it's simply neglected and ends up being dumped into waterways.
Living just blocks away from all the troubles mentioned, I would set up a trash can for those who considered their responsibilities. While many used it still others would walk on by throwing trash on the ground.
DennisinPeoria reacted weird. I've never seen people "throw trash on the ground". I do see trash on the ground, but it's been my experience that something got into a trash can or wind whisked something away.
Never in your life have you seen the flick of a cigarette.Glad I didn't have cameras everywhere like people do today. Just walk right out of the store, unwrap whatever, and toss the wrapper on the ground.
