According to Mahkno, every hotel, motel, Air B&B is a transient center. I guess even if you have overnight guests, your home is one too.

@CCubs : Wasn't the city's plan at one point to turn Peoria into a destination hub for transients going to conferences and conventions?

@CCubs : Good thing Jubilee College State Park and Carl Spindler Marina aren't in Peoria. Some people would hate to have a motorhome or tent in the city for a night or two.

"Urich told the council the plan will cost about $26 million and that state Rep. Jehan Gordon-Booth, D-Peoria, will work to get the $15 million of state funding promised for the project released from state coffers.
 
The next steps for the council and city of Peoria, Urich said, will be securing avenues of private funding to cover the rest of the costs.
 
Bid packages for the construction and phase plans for the project will also be forthcoming, Urich said."

People that use Short Term Rentals are considered transients?
 
Would that include the Bradley neighborhood where the kids rent houses for a semester at a time?

Each year we have these events that take plenty to shut down block off and police areas. Why not build up the river front to bring these events. Build up the dollar for downtown.

Generally what qualifies as transient...
 
1) No lease... and no tenancy rights. Meaning they can trespass you out.
2) Payment/billing/occupancy intervals less than 30 days. Some states use 60 or 90 days. Some go as high as six months. Meaning stays for less than the defined time frame are regarded as transient.
3) No formal change of address eg you don't establish residency.
4) The occupants don't own the property.

Meanwhile, the Pere Marquette Marriott reports that their transient guests business has very, very steadily increased this year. So much so that the Courtyard is aiming to open Sept. 1
 
When asked how a transient guest is different than any other guest, people were told that it is a traveler that is not traveling with a larger group in attending a convention, seminar etc.
When asked if the seminar attendees were not also transients, some people at the hotel and city hall gave an extremely convoluted response that was nearjy impossible to follow.

I feel like some people are defining "transient" as "vagrant," and the term can mean that, but the term doesn't just mean that. The noun form is primarily defined in the Oxford English Dictionary as: "A person who passes through a place, or stays there for only a short time." As an adjective, it's defined as: "Not lasting; temporary; brief, fleeting"; "Passing through a place without staying in it, or staying only for a short time"; and "Chiefly U.S. Of a hotel, lodging, etc.: designed for short-term or temporary accommodation; (in later use also) used to accommodate people without permanent housing."

@PeoriaChronicle : I think part of the problem is that transients are seen by the city as great for the local economy when boarding at downtown hotels, but little better than vagrants when boarding at short-term rentals.
 
I wonder if some of this stems from a perceived need to limit competition with the Pierre Marquette Transient Processing Center downtown.
