The Salvation Army is $9 million closer to what will eventually be a $30 million renovation of its Downtown Peoria campus, thanks to two lead gifts from local philanthropists.

Don Fites, former CEO of Caterpillar, Inc., pledged $4 million through his family's charitable trust. Royal Coulter and his wife, Kathy, former owners of Peoria Disposal Company, pledged $5 million toward the project on the 400 block of Jefferson Street.

The homeless in Peoria have money, they spend it on drugs or gambling. And the unhoused choose not to go to the Salvation Army or other housing areas because they are not allowed to use drugs. The only way they will live in residential settings is if they don't have rules and are not required to pay for anything.
