Route 29 temporarily closed after crash 1/4 mile north 150. Was going south bound around 4:50 PM, just as north bound was being closed. There was a drive wheel in middle of the road, and a tire or wheel on the west side. There was a big puddle of water over both south bound lanes. The scene was a short distance south of the puddle, maybe 50 to 150 feet. There were two cars mostly over the guard rail possibly on the railroad tracks in the same way, with the front toward the river and tracks. I saw two rear low profile tires on a white car hanging over the guard rail. I can't imagine how both vehicles got up and over the guardrail. That's kind of scary actually. It's possible that they rolled and rolled up over it. I don't believe the guardrail is smashed. Someone was probably doing like 65 in that 45 zone and went straight in to the water and then in to oncoming traffic. Probably had something to do with someone going fast over the water and rear wheel hydroplaning due to having improperly rotated tires with the better ones in front, resulting in a head on accident. You see improperly rotated tires like this from time to time. It is very dangerous. I was a the junk yard a couple years ago and some kid was getting a new bumper for his truck and I overheard it was because he was on slush or snow and "suddenly went sideways and in to the ditch". I saw that the new tires with the good tread were put in the front. I didn't say anything but I should have. The police seem to like to close roads and then stand around. I would be reluctant to even call them if there was an accident. Disagree if you like. I don't respect those who blindly follow procedure. Back in the 50s you might get one police car to respond. This one had one or two already there in addition to the ambulance and fire truck and then three or four more arriving as I was going through. Are they going to have community events to teach people about road safety? Nope most of those type of programs ended in the 1990s. They just follow their procedure and expect to be called heros by the public. Most of the would be heros won't join the police force due to all the crazy new regulations and bureaucracy.

From what I've heard it was a chain reaction started by someone that swerved to avoid a puddle, then another car swerved to miss the first, etc. As for the standing around, this being a state road, they were waiting for ISP to respond to take the report. Also not all officers are trained to handle traffic reporting. If the accident involves injuries, a "traffic officer" is required to make the report and investigate the crash.

So either the first car or the second car swerved in to the oncoming lanes. That's bad. Never swerve in to oncoming traffic to avoid something! It's a 45 MPH zone and people go 60. Both cars were over the guard rail south of the puddle, so I thought one might have been pushed back, which means the other one was going significantly faster. Thanks for your added information.
