Twice, Castro urged a first (and unprovoked) strike, the first time during the 1962 Cuban Missile Crisis (when actual nuclear missiles were in Cuba), the second time in the early 1980s (long after Soviet nuclear missiles had been withdrawn from Cuba). The Soviet Union dissuaded him in both instances.
