"@Skimo : Upon further review.... you are correct, Illinois does not tax "amusements." Golf in Peoria is only taxed at the 3% local amusement tax. Golf cart rentals are not taxed. Food and beverage is taxed at 11%.
Chicago has a 9% amusement tax. Bloomington 4%, Schaumburg 5%, Plainfield 1% and Hoffman Estates 6%, so it's all over the board.
As far as why, I don't know. Bowling, Movie Theaters, and other forms of "amusement" are non-taxable. I'm going to guess concerts and nearly anything at the civic..."

"Every place I've been, the tax is on top of the rate. To my knowledge, I've never paid a tax on top of the rate here locally. I'm guessing there are some courses up north in western suburbs that may have a local tax, but I'm almost certain there is no Illinois state tax...."

I see its just as usual that people say to vote. Why just because it helps? Yet laws were in place for law abiding citizens to follow. The whole thing makes me want to puke really. I wonder if that would be the best answer one could give...."
