What Are These?

Have you seen these things they've been strapping to the bottom of some telephone poles in the area?

They look almost like a bat house (the way the lid is angled down on top), they are maybe a foot wide and 4 or 5 feet long, and they strap them to a pole and paint it and the pole brown? Does anybody know what I'm talking about? I'll get a picture if need be.

Here's an artistic rendering (pretty good, huh?)

Isn't that just the new shield they use for ground wires? I could be completely wrong...

I thought it might be a ground shield, but they seem so sporadic...I'll see one on one pole then another six poles down the line, then three in a row. Do we have any Ameren employees in the house?

Nope...the thing I'm seeing is only 4 feet off the ground, and it runs all the way down to the ground....it's no wider than the telephone pole itself.

Probably some type of new speed trap. Clocks you at one and determines speed when you pass the other. Then a giant boulder falls from the heavens and squishes you for speeding.

Here's a thought.... park the car and tippy toe up to one to take a closer look. The utility poles are on public property, so it's not like you have to trespass to do it. There may be something printed on the "whats-it" that will resolve the mystery. Then hurry back here and tell us all what you found out. We're all waiting to know but too lazy to get out of our cars to investigate.

Here's a picture, not the greatest quality. I would have walked up to it, but I had my work clothes on this morning, I wasn't about to trudge through the knee high weeds in my khaki's.
